The family of Shrikant Jichkar is Marathi. He was born on September 14, 1954, and a lot of people consider him to be the most educated person in India. Notably, Jichkar had graduated from 20 universities with a graduate degree.

After passing the UPSC exam in 1978, Shrikant Jichkar was hired by the Indian Police Service as a central civil servant. In order to become an IAS officer, Jichkar withdrew from the cadre in 1980 and then retook the UPSC test. Jichkar contested and won the MLA seat just a few weeks after joining the IAS. He chose to resign from his position as an IAS officer and became a minister.
